Is this applicable to primary and secondary education? All resources in the internet point to just the tertiary level.  This provision is in the CHED manual, not the manual for private schools. Also, was there a DepEd order/memo instructing schools to implement this? I know CHED does, what about DepEd? Ang isa pa masyadong malaki ang kinikita ng mga university. You better ask your representative to file a bill in congress for our government to set a fund to finance the higher education of all Filipinos for free. (kinunan ko ng picture ung announcement nila last sem na nakapaskil sa cashier namin.)&lt;br&gt;&lt;br&gt;isa pa. pinagbabayad rin nila kami ng processing fees twing nagpapa-drop o change kami ng schedules ng subjects namin kahit na sila ang may kasalanan sa magulo nilang schedules. maliit lang ang fee pero hindi naman tama na kasalanan nila kami ang magshoulder ng expenses.&lt;br&gt;&lt;br&gt;meron din silang "no work, no pay" policy (para sa part time, hindi lang sure sa full-time instructors). dalawang beses umabsent ung instructor namin sa isang major subject pero wala silang ipinalit na substitute instructor. katumbas ng dalawang absent na un ay six meetings dahil once a week lang ang class namin dun. six meetings ang nalugi sa amin at wala kaming natutunan kahit na ano. SOBRANG UNFAIR!!! sa bulsa lang nila napunta ung binayad naming buo para sa six meetings na un. nagtry class namin na pakiusapan ung school kung pwede kaming magmake up class dun dahil nga major subject. ang sagot lang nila sa amin hindi daw kami ang dapat na mag-ayos ng make up class kundi ung instructor namin. wala silang pakialam kung makapag-make up class kami o hindi.&lt;br&gt;&lt;br&gt;</description><dc:creator xmlns:dc="http://purl.org/dc/elements/1.1/">Lhorylie Springael</dc:creator><pubDate>Thu, 17 Nov 2011 13:49:06 -0000</pubDate></item></channel></rss>
